Position will be open until filled. GENERAL PURPOSE: Under general supervision, manages and coordinates the staff and operations of City recreation facilities, events and programs; assures that safe and appropriate recreation programs are provided to improve the quality of life for the community.
Primary Duties And Responsibilities
Manages the recreation programs staff and activities to meet the community needs; manages operations, evaluates issues, and recommends solutions.
Plans, organizes and manages City recreation facilities and programs, including aquatics, sports and recreation programs, senior services, and special events; assures programs are delivered in a safe environment and within budget constraints.
Analyzes community needs, and develops plans, goals, objectives, policies and procedures to effectively and efficiently deliver recreation programs and services to the City residents.
Plans and manages resource allocations; assures efficient operations and cost-effective practices; manages the collection, analysis and reporting of operational, budget and financial data; analyzes future needs and forecasts resource requirements.
Oversees the operation of the Lake Nasworthy park entrance gates and public payments for admission.
Directs recreation programs staff; prioritizes and assigns tasks and projects; trains and evaluates staff; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve workload and technical issues; reviews the work of assigned staff to assure the work quality and timely accomplishment of assigned duties and responsibilities.
Coordinates and executes Parks and Recreation related public events.
Monitors and reviews trends in public recreation operations and management issues, and recommends improvements in the City recreation programs to meet community needs.
Works closely with regional community service organizations, City departments, community groups, and recreation service providers to enhance City programs and facilitate community participation.
Responds to requests for information; provides information to other recreation program managers and organizations; researches recreation issues, and recommends solutions.
Manages budgets and expenditures; manages the collection, analysis and reporting of administrative, operational and financial data; reviews and approves administrative, technical and analytical reports.
Hours: Monday-Friday 8:00 am to 5:00 pm, with some weekends and holidays required.
Regular and timely attendance is required.
Other duties as assigned.
Minimum QualificationsEducation and Experience:Bachelor's Degree in Recreation, Business or Public Administration; AND five year's experience in recreation program management; OR an equivalent combination of education and experience.
Required Licenses Or Certifications
Must possess a valid Texas Driver's License.
Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure.
Incumbents may be required to obtain specific technical certifications.

City organization, operations, policies and procedures.
Federal, State and local laws, ordinances, policies, rules and regulations governing the conduct and safety of public recreational facilities and programs.
Planning, design and development trends in recreation facilities and programs.
Legal liabilities and responsibilities for recreation services staff.
Local community resources and regional community services programs.
Techniques and practices for effective, efficient and cost effective management of allocated resources.
Management and personnel administration methods, techniques and policies
Principles and practices of government project management.
Accounting & budgeting practices in a municipal governmental agency.
Required Skill In
Analyzing issues, evaluating alternatives, and making logical recommendations based on findings.
Evaluating and interpreting program results and performance outcome measures;
Using initiative and independent judgment within established procedural guidelines
Interpreting and applying department standards and City policies.
Developing recommendations for improvements of recreation programs and facilities.
Presenting and defending P&R reports and information in public hearings and neighborhood meetings.
Supervising and leading staff, and delegating tasks and authority.
Assessing and prioritizing multiple tasks, projects and demands.
Promoting and enforcing safe work practices.
Establishing and maintaining cooperative working relationships with employees, officials, other community services agencies and the general public.
Operating a personal computer utilizing a variety of business software.
Effective communication, both verbal and written.
Physical Demands / Work Environment
Work is performed in a standard office environment and at City recreation facilities and venues.
